TLC Aged Care

Dr John Leaper                           (Chairman and Director)

John Leaper has a Ph.D from Duke University and a Masters Degree in Economics from Melbourne University. He had international academic and business careers prior to establishing TLC Aged Care in 1991. He subsequently served as Victorian President and National Vice -President of a major Industry Association for nearly a decade.

He continues to serve on Government and Industry Advisory Panels. Dr Leaper is a Fellow of the Australian Institute of Company Directors (FAICD) and a Fellow of the Australian Institute of Management (FAIM). He is a Chairman of a CEO Institute Syndicate. John and Jenny Leaper are the Approved Providers and owners of TLC Aged Care.

Jenny Leaper (Director)

Prior to entering Aged Care, Jenny had over 20 years' experience in Secondary School Education including careers in Melbourne, Western Australia, the United States and the United Kingdom. Jenny joined TLC Aged Care in 1997 and served as Managing Director until December 2006.

Jenny is an Associate Fellow of the Australian College of Health Service Executives. She served on the Board of what is now Aged and Community Care Victoria and Chaired the Community Services and Health Industry Training Board.

Jenny holds a Masters of Education (UWA) and a Bachelor of Education from Melbourne University. Jenny has conducted several audits as an Assessor with the Standards and Accreditation Agency. Jenny and John Leaper are the Approved Providers and owners of TLC Aged Care.

Ingrid Williams (CEO)

Prior to embarking on a career in Aged Care, Ingrid managed two private hospitals in Melbourne. Coming from a background in nursing, she worked in the acute sector and joined the TLC team as the Clinical Services Manager of Marina in 2004. She became Group Manager of the Western Region in 2005 and was responsible for Marina,
The Belmont, Homestead Lakes and
The Homestead. In January 2007 Ingrid was then appointed as CEO.

She holds a Bachelor of Education Studies (Monash), Masters in Health Administration (UNSW) is a Leadership Victoria Williamson Fellow and a current Director on the board of CrimeStoppers Victoria

Robert Livy (Board Member)

Robert is a senior partner at Lee Partners Chartered Accountants and is head of the firm's Aged Care Advisory Division. He combines his general accounting skills with a particular interest and expertise in the residential aged care industry gained from over 30 years experience.

Robert provides strategic advice to clients in this area including acquisitions and disposals, financing, financial benchmarking and budgeting. He recently took part in the WP Hogan "Review of Pricing Arrangements in Residential Aged Care" as part of the Expert and Technical Advisory Panel.

 Fay Ferdinands (Board Member)

During 2011 TLC Aged Care welcomed Fay Ferdinands to the board. Fay brings further clinical background and knowledge to the board with a medical career spanning over 10 years. 

Her ‘youth and enthusiasm’, combined with a range of varied Medical postings, from General Practitioner to Medical Officer with the Australian Defence Forces will provide another dynamic perspective to the board.

Being true to the ‘family business’ promise, TLC are thrilled to have Fay as a second generation family member on the board.

Lisa Bradley (Board Member)

With more than 25 years Executive experience with blue chip Australian organisations, Lisa established Papillon Consulting Group specialising in business and human resource management.

She has Post Graduate qualifications in Business Management and Psychology (Monash), a Bachelor of Business (Deakin) and is a Member of the Australian Institute of Company Directors. Lisa is a Director of Lady Gowrie and BBW Mediations.

Selina Lightfoot (Board Member)

TLC Aged Care were proud to welcome Selina Lightfoot to the board during 2011. Selina has had a legal career spanning 18 years, including 10 years as a Partner with the national law firm Freehills. Her areas of expertise include corporate and commercial law, mergers and acquisitions and governance. Selina brings a wealth of commercial law knowledge to TLC, a resource that will be extremely valuable into the future.


In addition to her legal qualifications, Selina holds a Graduate Diploma in Applied Finance and Investment and is a Graduate Member of the Australian Institute of Company Directors.


Selina is currently a Consultant to Freehills and is a member of the Freehills Foundation Board, which oversees the Freehills' community and pro bono program.
